I did some quick online research and found that the Fund closed on May 2, 2024 but reopened on June 5, 2024. I also found the below from CBS News:
Gov. Kathy Hochul’s office said in May, she put $58 million into the fund to reopen it to new enrollments until March 2025 and provide “necessary support to impacted families

It seems to me that the Fund is still open and accepting new applicants but I wanted to confirm this.
