Are the benefits obtained through the Fed, City or State VA?
In NY there are 3 and there are benefits providers that can be contacted and appeal the decision through each.

Does anyone have any recommendations for an attorney to assist a veteran in obtaining VA benefits, specifically, upgrading a compensation rating. A Patrick Donahue esq has been proposed. If anyone knows anything about Mr. Donahue, I would appreciate the information.
